Requires owners of multiple dwellings to keep dwelling units and common areas free of indoor allergen hazards (visible mold and infestations of mice, rats, and cockroaches), to investigate units at least annually and upon tenant complaint, and to remediate hazards and their underlying defects using integrated pest management and safe work practices. In buildings with 10 or more dwelling units, mold covering more than 10 square feet must be assessed and remediated by a New York State Department of Labor-licensed mold assessor and remediator. The Housing Maintenance Code provisions are enforced by HPD, while related asthma-allergen investigations under Admin. Code § 17-199.6 are handled by the NYC Department of Health and Mental Hygiene.
