Lead-Based Paint (LL1/LL31/LL111)
NYC Admin. Code §§ 27-2056.1 to 27-2056.18 (Housing Maintenance Code, Art. 14 — Lead Poisoning Prevention and Control); Local Law 1 of 2004, Local Law 31 of 2020, Local Law 111 of 2023
Requires owners of pre-1960 multiple dwellings (and 1960-1978 dwellings where the owner has actual knowledge of lead-based paint) to presume paint is lead-based, distribute an annual lead notice (Jan 1-15), and annually investigate units where a child under six resides, then safely remediate any lead-based paint hazards using safe work practices and certified/trained workers, retaining remediation/abatement records for at least 10 years. Local Law 31 of 2020 added one-time XRF testing of all dwelling units, and Local Law 111 of 2023 extended XRF testing to common areas, both due by August 9, 2025.
