NYC Admin. Code § 27-2115 (Housing Maintenance Code)
NYC Admin. Code § 27-2115, "Imposition of civil penalty," is the operative civil-penalty section of the Housing Maintenance Code: it ties penalties to HPD's classification of violations as non-hazardous (class A), hazardous (class B), and immediately hazardous (class C), sets correction periods (90 days for non-hazardous, 30 days for hazardous, and 24 hours for immediately hazardous violations), requires the registered owner or managing agent to file a sworn certification that the conditions were corrected, and establishes the schedule of civil penalties, including per-day penalties that accrue from the date set for correction until an uncorrected hazardous or immediately hazardous violation is fixed.
