NYC Admin. Code § 27-2031 (Housing Maintenance Code, Art. 8)
Requires that every bath, shower, washbasin and sink in a dwelling unit in a multiple dwelling or tenant-occupied one- or two-family dwelling be supplied at all times between the hours of 6 a.m. and midnight with hot water at a constant minimum temperature of 120 degrees Fahrenheit from a central source of supply. Baths and showers equipped with balanced-pressure, thermostatic, or combination pressure-balancing/thermostatic mixing valves may discharge at a temperature below 120 degrees but in no event less than 110 degrees Fahrenheit.
