Alternative Enforcement Program
NYC Admin. Code § 27-2153 (Housing Maintenance Code, Subchapter 5, Article 10); Local Law 29 of 2007 (as amended by Local Law 7 of 2011)
Establishes HPD's Alternative Enforcement Program to target the city's most severely distressed multiple dwellings. On or about January 31 each year, HPD designates buildings based on the number of open class B (hazardous) and class C (immediately hazardous) housing maintenance code violations and the dollar value of emergency repair charges incurred by HPD, subjecting them to intensified enforcement, fees, and HPD-performed repairs until the building is discharged from the program.
