LL77 Cooling Towers
NYC Admin Code § 17-194.1; 24 RCNY Ch. 8; § 28-317
Local Law 77 of 2015 requires any building with a cooling tower or evaporative condenser (no size threshold) to register the device with DOB before operation, maintain a Legionella management plan, and file an annual compliance certification (due Nov 1). Local Law 159 of 2025 (rules effective ~May 2026) tightens sampling to a 31-day (monthly) Legionella culture interval, requires ELAP-certified labs, and raises penalties.
