13 NYCRR Part 23
New York Attorney General (Department of Law, Real Estate Finance Bureau) regulations implementing General Business Law §§ 352-e and (for New York City conversions) 352-eee/352-eeee governing offering plans that convert occupied residential buildings to condominium ownership. Part 23 applies where one or more individuals reside in or are entitled to occupy the building when the offering plan is submitted, the property is not organized as a time-sharing arrangement, and at least one unit offered is residential or combined residential/home-occupation. It sets disclosure, eviction/non-eviction plan designation, and offering-plan filing-procedure requirements (§§ 23.1–23.8), including senior-citizen and disabled-person protections.
