NY State Human Rights Law and NYC Human Rights Law prohibit refusing to rent based on a tenant's lawful source of income, including Section 8 / Housing Choice Voucher (HCV) recipients. Owners cannot reject voucher holders, advertise "no programs," or impose extra requirements (higher security deposits, income multipliers) on voucher tenants. Voucher contract rent capped at the local PHA approval threshold (typically 110% of HUD FMR).
