N.Y. Labor Law Article 30, §§ 900-910 (licensing/certification requirements in § 902)
New York's asbestos licensing and certification statute. Under § 902 it is unlawful for any contractor to engage in an asbestos project without a valid asbestos handling license from the Commissioner of Labor, issued only on evidence of completing an approved asbestos safety program at least equivalent to the U.S. EPA Model Accreditation Plan (40 CFR Part 763); a copy of the license must be conspicuously displayed at the work site, and anyone employed on (or supervising) an asbestos project must hold and carry their asbestos handling certificate at all times during the work. Article 30 (§§ 900-910) defines an "asbestos project" in § 901 to exclude work in an owner-occupied single-family dwelling performed by the owner.
