12 NYCRR Subpart 23-8

The Industrial Code (Code Rule 23) subpart governing mobile cranes, tower cranes, and derricks used in construction, demolition, and excavation operations. It requires such equipment to be constructed, placed, and operated so as to be stable; mandates inspection before being erected or operated for the first time on any job and thereafter at intervals not exceeding one month (covering blocks, shackles, sheaves, wire rope, connectors, mast/boom devices, hooks, controls, and braking mechanisms); and sets operational rules including leveling and blocking the crane before lifting, raising loads vertically to avoid swinging, and using a tag or restraint line when rotation or swinging of a hoisted load may create a hazard.
