Conn. Gen. Stat. § 8-26
Requires all plans for subdivisions and resubdivisions to be submitted to the municipal planning commission, which has authority to determine whether a division of land constitutes a subdivision or resubdivision and must approve, modify and approve, or disapprove the application within the time limits of Sec. 8-26d; an approval may not conflict with applicable zoning regulations. The commission must publish notice of its decision in a newspaper and mail it to the applicant within fifteen days, may waive certain regulation requirements by a three-quarters vote where conditions affect the subject land and are not generally applicable, and where the land is regulated as an inland wetland or watercourse must not decide until the inland wetlands agency reports and must give due consideration to that report. Failure of the commission to act is deemed an approval.
