Kips Bay is a residential neighborhood on the east side of midtown Manhattan, roughly between 23rd and 34th Streets from Lexington Avenue to the East River. Home to NYU Langone Medical Center and Bellevue Hospital, the neighborhood offers a mix of postwar housing and newer developments with a quieter atmosphere than surrounding areas.

Postwar apartment towers (including the notable Kips Bay Towers by I.M. Pei), prewar walk-ups, newer condos, and institutional/medical buildings. The housing stock is more modern than many Manhattan neighborhoods.

Mix of prewar walk-ups from the 1900s-1920s and significant postwar construction from the 1960s-1970s (including Kips Bay Towers, 1963, and Kips Bay Plaza). Some newer condos from the 2000s-2020s.

Elevator violations in postwar towers, facade maintenance, HPD housing code violations in older walk-ups, construction violations from medical facility expansions, and fire safety issues in older buildings.

Moderate assessed values by Manhattan standards. Postwar co-ops in Tax Class 2 with capped assessments. Institutional properties (hospitals, NYU Langone) are partially tax-exempt.

R7-2 and R8 residential zoning with commercial overlays on Second and Third Avenues. The medical corridor along First Avenue has institutional zoning. No historic district designation.

NYU Langone Medical Center's ongoing expansion is the most significant driver of change. New residential condos have filled in vacant lots along Second Avenue.
