Hell's Kitchen (also called Clinton) stretches from 34th to 59th Streets on Manhattan's west side between Eighth Avenue and the Hudson River. Once a gritty working-class neighborhood, it has become a popular residential area with excellent dining, a thriving theater community, and proximity to Hudson Yards and Times Square.
Prewar walk-ups and tenements, postwar apartment buildings, new luxury high-rise condos and rentals (particularly along the Hudson waterfront and Eleventh Avenue), and mixed-use buildings along Ninth and Tenth Avenues.
Tenements and walk-ups from the 1890s-1930s on the interior blocks. Postwar towers from the 1960s-1970s. Major new construction from the 2000s-2020s along the western edge and Eleventh Avenue corridor.
HPD violations in older walk-ups, construction violations from new high-rise development, facade maintenance, fire safety in older buildings, and violations related to restaurant/nightlife establishments.
Wide range. Older walk-ups with rent-stabilized tenants have modest assessments. New luxury towers face high market-rate assessments, many with 421-a abatements. The tax landscape is shifting as new development replaces older buildings.
Mix of R8, R8A, R9A, C4-7, and C6-4 zoning. Special Clinton District (enacted 1974) was designed to preserve affordable housing and the low-rise character of the neighborhood's interior blocks. The Hudson Yards rezoning to the south has influenced development patterns.
Manhattan West, the Spiral, and other towers along the Far West Side continue to transform the neighborhood. The expansion of Hudson River Park enhances the waterfront.
