Rochester City Code Ch. 90 (Lead-Based Paint Poisoning Prevention)

Rochester's proactive lead paint inspection program — most rigorous in upstate NY. Pre-1978 rental properties require C of O inspection every 3 years (or 6 years in low-risk zones). Inspectors issue "Pass" or "Fail" reports; Fail means no rental. Model law for other upstate cities.
