NY PSC Clean Energy Standard (Case 15-E-0302; 16 NYCRR; Public Service Law; CLCPA / ECL Art. 75)
The Clean Energy Standard, adopted by the New York Public Service Commission in August 2016 and expanded by the October 2020 order to align with the Climate Leadership and Community Protection Act (CLCPA), requires every load-serving entity in New York to procure Renewable Energy Credits (RECs) and Zero-Emission Credits (ZECs) sufficient to meet escalating obligations toward 70% renewable electricity by 2030 and a zero-emission statewide electricity system by 2040. Compliance is tracked through the New York Generation Attribute Tracking System (NYGATS), with an Alternative Compliance Payment mechanism for shortfalls.
