NYStretch Energy Code–2020 (NYSERDA model stretch code; locally adoptable under N.Y. Energy Law § 11-109)
NYStretch-2020 is NYSERDA's voluntary model stretch energy code—a supplement to the 2020 Energy Conservation Construction Code of New York State (ECCCNYS) that, on average, improves the State Energy Code's efficiency by roughly 10%. It is not mandatory statewide; under N.Y. Energy Law § 11-109, a municipality may promulgate a local energy conservation construction code more stringent than the State Energy Code, and NYStretch is the standardized model many local governments adopt for that purpose. An adopting municipality must file its local code with the State Fire Prevention and Building Code Council within 30 days, after which it may enforce the code unless the Council determines it is not more restrictive than the State Code.
