19 NYCRR Part 1240 makes the Energy Conservation Construction Code of New York State (ECCCNYS) part of the Uniform Code by incorporating it (and NYS ASHRAE 90.1) by reference. The current edition is the 2025 ECCCNYS, based on the 2024 International Energy Conservation Code, with NYS ASHRAE 90.1-2025 permitted as the commercial alternative compliance path. The 2025 modifications took effect December 31, 2025 with no transition period; building permit applications submitted on or after that date must comply with the 2025 code. Note: the 2025 code's fossil-fuel-equipment prohibition provisions are currently suspended by court order (pending appeal) and are not effective or enforceable.
