PHL §1377 Lead Registry
PHL § 1377; 10 NYCRR Subpart 67-5
Public Health Law § 1377 (10 NYCRR Subpart 67-5) establishes a statewide Lead-Safe Rental Registry and proactive lead-hazard inspection regime for 2+ unit dwellings built before 1980 in DOH-designated "communities of concern" OUTSIDE NYC. The registry went live Nov 3, 2025; the inspection obligation begins May 3, 2026; owners must certify units hazard-free to the local health department every 3 years, with the first certifications due Oct 1, 2026.
