N.Y. Executive Law Article 6-C (§§ 155 et seq.)
Article 6-C of the Executive Law creates the Office of Fire Prevention and Control (OFPC) within the NYS Division of Homeland Security and Emergency Services, headed by the State Fire Administrator (Exec. Law § 155). OFPC coordinates arson suppression, detection, investigation and prosecution programs; plans and provides training for paid and volunteer firefighters; and, upon request of the appropriate state agency, provides for the fire safety inspection of state or state-regulated facilities with the cooperation of local fire inspection personnel (§ 156). It also serves as the state's official agent for administering and cooperating with the federal government under the federal Fire Prevention and Control Act of 1974.
