Newark rent control caps annual increases based on CPI + additional surcharges for tax/capital improvements. Covers buildings with 4+ units built before 1972 (plus some post-1972 buildings). Vacancy decontrol was eliminated 2022. Hardship appeals allowed via Rent Control Board.
