Conn. Gen. Stat. § 47a-14h
Conn. Gen. Stat. § 47a-14h lets any tenant who claims the landlord has failed to perform the legal duties imposed by § 47a-7 (or § 47a-7a, or § 21-82(a)) bring an action in the Superior Court having jurisdiction over housing matters, and requires the tenant to deposit rent with the court clerk as it comes due during the case. The court may grant interim or final relief, including an order compelling the landlord to comply with its duties, appointment of a receiver to collect rent or correct code-violating conditions, money damages (including retroactive rent abatement), and directing that deposited rent be used to repair the building.
