Local Law 154 (Fossil Fuel Ban)

Local Law 154 of 2021 prohibits the combustion of fossil fuels (natural gas and oil) in most new buildings by capping on-site emissions, effectively requiring all-electric heating, hot water, and cooking systems. The ban phased in for new buildings under seven stories in December 2023 and extends to taller buildings in July 2027.

For developers, LL154 reshapes mechanical design and utility planning on any covered new-construction filing — gas service is no longer an option, and electric capacity must be designed in from the start. Limited exemptions exist for uses such as commercial kitchens, hospitals, and laboratories.
